Programs cant share sound play, why???

Is there no way you can make it so that programs can share use of the sound card? I have problems all the time when I try to listen to something while another program is running that uses sound (like callwave while playing a game, or movies in WC3). If there isnt then WHY NOT???

programs should be able to share the sound card. what kind of card do you have??

It's the sound on my motherboard. I dont know anything about it. The comp's from compaq. Annoying not being able to hear sounds in WCIII movies.
