XP Home Wont Boot-Event Viewer Sez

I'm working on a K7SEM with a Duron 1.3 that got a new clean install of XP Home last night. Today it will not completely boot, using safe mode I get to event viewer and find the following:
Error:
Source: Service Control Manager
Event ID # 7026
The following boot-start or system start items failed to load:
Fips,IPsec,MRxSmb,NetBios,NetBt,Processor, Rasacd,RDBSS,TCPIP

Anyone know what is causing this error.

All hard drive, mobo,processor and ram diagnostics show no problems using quicktech pro and troubleshooter.

Most of those seem network related. Safe mode will cause most services not to load. Is the error message only listed when you boot into safe mode or are there multiple occurrences from when the machine was working properly?

When i safe mode i get the normal dcom etc.....errors. but I am logging safe mode and normal mode boot times....this message is under a normal boot

It may be network related. It looks like most are network protocols. Have you checked the Device Manager for any errors? Possibly with the NIC card? Is the NIC integrated into the motherboard?

Yes but I can safe mode with networking boot, and get online to Technet, however I may have found the true culprit:

Also
Event ID # 4609
The COM+Event system detected a bad return code during its internal processing:
