Stopped booting on CD-Rom...

I've got this box that used to be able to boot from CD-rom (I know since I've installed from CD-rom), now I can't get it to read from the Win 98 CD even. I swapped the IDE cable out. The CD-rom is on IDE controller 1 and is alone there as master.

Is the drive broken?

That's a good possibility. Is it showing in device manager and BIOS?
