If what you mean is to connect the IDE drive to the SCSI card that is... Simply put... Impossible...
However, if you mean to use IDE on the IDE channel and a SCSI drive connected to a SCSI controller, that will not be a problem at all. I run my system that way... I have 1 SCSI drive with 4 IDE devices on the motherboard IDE controller and 3 other IDE hard drives on a PCI IDE controller card..

Use a program such as Norton Ghost to make a disk image of the OS on the SCSI drive and then do a restore to the new IDE disk. The reason I tell you to use a third-party utility to copy this is because simply copying all the files from the SCSI drive to the IDE drive will not make your OS bootable since the MBR will not be copied to the IDE hard disk.
If you plan on doing a new install, all this will not matter. Just make sure to set the boot sequance in your BIOS to boot from the IDE hard disk, not the SCSI drive and do a fresh install of the OS to the IDE hard disk...
