Windows,CD,or PSU?

Here is the deal. The system runs fine,without episode,even while burning CD's.Flawless operation,until I try to access a CD,then it falls down the mountain.
I tried to copy 25mb of files from a data cd to the HDD and it freezes,everytime.It will not play an audio cd,it Will install proggies from a cd though.
When I open an explorer window to see whats on a cd, it will say 700MB free and show nothing on the CD,but if I move it to the other CD drive then it will give me the contents of the CD. But this then shuts off the function of the drive until I reboot.Both drives do this same thing,so it's not just one drive.
If I reboot with a CD in a drive the system will hang,and freeze,and if I take out the CD of course I get the system unstable error message,but will not restart from Ctrl/alt/del,have to do a hard boot.
I tested it restarting the system several times CD in and out,and everytime the CD was in it would freeze.

It did this with windows 98SE so I installed Millenium and still have the same problems.I am wondering if it is a windows problem or a psu problem.IDE cables,CD-ROMS?

400 MHZ AMD K6/2
amptron 8400 MOBO
128 MB SDRAM
6.4 and 4.3 GIG WD HDD
Teac 24x
Mitsumi 4x Burner
Modem
Cirrus Logic Video
PCI USB card
SB 128 Sound
This is an AT (big keyboard plug) style board that has been rock solid for 3 years.
It is a full tower case with a 350 watt PSU that is as big as 6 drive bays no jokeShould be more than enough power.

cables...? maybe have you tried checking the cables? re-insert everything firmly.. and btw, have you checked the inside of the cdrom drive for dust accumulation?

You might try and remove them in device manager and reboot and see if the reinstall fixes the problem.

in w98 did the device manager show that the cd's were working properly?

I tend to think it's a windows issue as I seem to remember having this problem a couple years ago. I don't have a specific answer (hopefully someone here can help pinpoint it) but I got rid of the problem by formatting and doing a clean install of windows. I assume you did an upgrade to millenium...
