You're still going to need some special hardware to connect the VCR to the computer.

If you have a TV tuner card then you're all set.

If you don't have TV card (or some fancy video card that has an input jack) then I don't know quite how you could do this.

If you have *VIDEO IN* you are set. Every good gfx card has this by now.

I have a geforce fx and video in & out.
I haven't really done anything through the video ports but I
used the firewire input to stream video from my camera and
it worked good.
