Help setting up Webserver on comp

Ok this is my problem, my household is networked we have 2 computers, 1 upstairs and 1 downstairs, we an ADSL internet connection 512kb/s up, 256 kb/s down, which is connected to the computer downstairs, the upstairs computer connects to the internet through the computer downstairs, now I want the upstairs computer to be a webserver, I have already set it up, I am using a combination installation which uses Apache with PHP, and includes MySQL(IBServer ) now I can access the webserver on my network, but I want to be able to access it from an external source which I can't do, could someone give me any help for this, it would be greatly appreciated.

I would also like to note that I am not permitted to create the server on the downstairs server.

You will need to forward the port that the webserver is running on from the downstairs computer to the other.

How exactly are you sharing the connection?
You may also want to look into purchasing a router, which would allow for more than two computers, as well as easy port forwarding.

oh god forgot to mention we run the network through a 4 way 10 meg hub, the upstairs comp connects to the hub, and so does the downstairs comp.

How do I forward the port? I am not really very well experienced in networking so could you explain in dummy terms please

well, you should get a router to forward the port to your computer. a hub just won't do.
