what does 5 short beeps mean on an asus p4c800 deluxe mobo mean? i am having trouble with the bios.

From ASUS support FAQ on the P4C800 Deluxe:
Q: I heard two beeps during POST, but all the device are installed properly and the system also boot up successfully. Can you tell me the meaning of the BIOS beep sounds? Is there any error occurs during booting?
A: Normally, there is no beep during POST unless you installed an USB device. The beep sound means the number of usb devices present. For example: You will hear two low beeps if you install two USB devices. However, you will hear one loud beep if no hard disk is connected to the motherboard.
For users who used to debug from beeps or POST codes, we have a smarter solution --- ASUS POST Reporter. It gives you voice POST messages to inform you of system events and boot status. (Please note that only some ASUS motherboards have built-in ASUS POST Reporter feature)
Seems like ASUS is no longer using the traditional beep codes - I wasn't aware of that. As far as your situation goes - do you have 5 USB devices connected??

(power on self test) You need to go to Asus tech suport. Your manuel may give you the beep code for your bios. Check your PCI cards (if any) check your ram stick/s. Be sure they're seated right.

i might be able to fix it, but i dont know the admin password (which i need). is there any way to redo the admin pw? its using win xp. and it doesnt boot up, so it has to be able to be put on disk

Just refer back to your manual. It should tell what all beep codes mean. Hope that helps.

The one to log into Windows as admin, or the one to get into BIOS setup??

I haven't had to try that route for repairing the OS, but assuming that you have admin rights, it should be the same password you login with isn't it?? or, if you don't use a password, just hit enter.
Maybe someone else is more familiar with the WIN XP repair features & can provide some additional insight.

If it's not making it past POST, the XP admin passwrod won't do you any good. If that's the case, it means your BIOS is password protected. The workaround is to eitherclear the CMOS using the jumper of the motherboard, (if it has such a jumper, most do), or pull out the CMOS battery and leave it out for a few minutes. That will clear the CMOS, reset the BIOS to defaults and clear the password protection.
