P4 problem : Heaty and slow..help!!

i just bought a Intel P4 HT 2.0Ghz, things are runnning but my CPU tmperature is relatively high at 52'C. I run thru the spec that Intel published, it suppose running at lower region about 40-45'C.

Another problem is my, detected speed is only 1.7Ghz. Lastly i would apreaciate if anyone to teach me how to increase power "voltage 3.3 value". Below it's my pc spec.. hope it will help up to identify my problem.

P4 HT 2Ghz
Vcore =1.52V
3.3 =3.02
