Can't install win98 on Pack Bell

My packard Bell Desktop wont re-install win98.
I formated my hard drive and now want to reload windows
I am at the C: but when I type WIN nothing happens.
What should I be typing to start windows98?
I have the win98 disk in my cd rom.
Should I be at the c: or a: to start reloading windows?

You may also need to have a boot disk in the A: (floppy).

I forgot to mention it but the boot disk was in there.
