I am looking for a realistic sim where you can govern and manage a city or nation. With realistic aspects of economy, society, development, war etc..

What's the best game for this?

You don't really have to manage too much IMO.

The "management" of politics, economy, etc involves "Oh my people aren't happy, lower taxes or build a Colleseum!"

As far as war you just attack other people, though you do get to develop what you want.
