Modem Troubles

I just got my computer up and running, and am having troubles with the modem. I installed it, or so I thought. When i try to connect, it says the modem won't respond, and when I try to run a diagnostics query on it, it says it won't respond/isnt there either. What do I do? I am on Win2k.

Is the modem listed in Device Manager? If so does it have a errors? (ie: yellow circle stamp thingy) If not reinstall drivers.
