cant recieve packets

My notebook will send packets but wont recieve any!!!!! I have tried every thing from uninstalling the network card to installining a new one and reloading xp completly. I will recieve and send over a dial-up connection but not through any othr network connection. Can anybody help? Thanks Kenny

I had this problem. It turned out to be a bad D-Link NIC on my host.
