No you shouldn't have to go out and buy WinXP to boot.

You say its a HP machine.

Find the restore disk that came with the machine and boot with those restore disk then select the option to repair.

Outdoors The restore disk.........

The restore disk at this point is useless. Until I am able to at least get to the DOS command prompt to My hard drive(C I am virtually at a stand still.
Nothing I have tried (and I have been at it for 13 hours now!) will allow me access to the C: drive.
I cannot perform a system restore because the "system" cannot detect the user partition. The WinXP CD does no good because it refuses to do an install repair because the user partition is unavailable. I have used a set of WinXP boot disks and that gets me knowwhere...............

Perhaps buy a new harddrive and load Windows XP on their and then transfer important documents and whatnot to the new one. Or if you don't care about what's on your old computer then just totally reinstall it. Have you tried installing the RAID drivers, it may have deleted them so you can't get on your HD.

The Restore Disk is designed so that you can boot form it, and put the system back to the way it was when it was purchased.

You might just need to power the PC on, go into the BIOS, and change the boot order so it goes to the CD first.

You should then be able to follow the onscreen destructions to get the PC back to working condition.

No need to go into the registry.

Reboot and just before the splash screen push F1 or ESC and this will get you into bois. then look for something called Boot Sequence

When the first screen appears, push the F1 or F2 or DEL or ESC key. It's probably gonna be the F2, most HP's are, that should take you into the BIOS.
