Need help with fan controller!

I recently bought an X-Superalien from xoxide.com's booth at a computer show. It has a 400w power supply. I hooked the fan controller up properly, and used it to keep the LOUD LOUD fans down. The controller kept them down, but today, the fans would go up and down by themselves. When I unplugged the fans, and hooked them back up, they would be quiet, but then would go back up. These fans are far to noisy to have anywhere but all the way down. Please help!

The CPU fan?
A lot of people ask for help about this. And most all of the suggestions given suggests "...you should go and buy a new one"

It could be, the fan was taking up so much of juice when running a program...
