Can not open a new layer?
Hay all
I have this image I can add some stuff to it but I can not create a new layer what am I doing wrong?

what type of file is it?

It is lock how do I unlock? can I save it as something and have it come back unlocked? Or do I have to start over (It took a long time)? Its a pdf file now.
