help pls, no boot, no post

i am building my pc. it features:
1.5 ghz/256 L2/400 fsb/ soc 478
423/478 cpu converter
intel board 850GB chipset . socket type (423 pin)
256 mb rambus rim(kingston)

there is power going to the board because the green light comes on when i power it.

The cpu fan is not running, i tried all other headers

the system doesn't boot or post at all!!!

help anybody!!

yes.....All the jumpers are in the right place.
i thought it is the motherboard and i replaced it with a new one and still didn't work...
now i think it is either the cpu or the adapter......

simsim76 this sounds exactly like the board I`m working on. Mine turned out to be the CMOS jumper in the 'clear" position. I put mine in "Norm" position and it took off. Other possibilities are a bad PS or a PS connector not in tight, a bad stick of memory will also do this remove and re-seat it to make sure, remove and re-seat the CPU..same with the adapter if you have one......if I think of more I`ll write back.

i did reseat everything and made sure all jumpers are in the right position.....what is really strange that the CPU fan doesn't fire up,
i thought atleast the fan should start.
question :if the CPU or the adapter is bad, could the fan not start?

fan shud start as plugged into motherboard...check temp in cmos

Sounds like your motherboard may be grounded somewhere. Try booting outside of the case on a nonmetalic surface ( Antistatic bage will be a good surface).

I have a tyan board that did that, (power light on board and nothing else)with one power supply.
That power supply worker in every other board I tried it on, but would not run that tyan board

edit: now that Ithink about it, I could start the board with that power supply if I shorted out 2 wires in the ATX power plug, but if you tried to reboot it would shut down.
