Powercolor 9800 Pro Problems: Help

If anyone could help me here, it would be greatly appreciated. I have been searching all over the internet for help. Just recently installed my 9800 Pro and swapped out my GF3ti200. I formatted with my friend to get the most out of this new card and best performance. I have 1.8ghz processor, 512ram and I figured this could have a huge impace in playing games coming out in the future. So far I have been wrong. In just about anything I play, my frames are pathetic. I have tried different drivers, including the lastest ones by ATI, and the Omegas, nothing changed... I have tried changing options, or anything else that would help but I am still getting nothing. I think I am getting around the same performance that I was getting with my ti200 and that defintely is messed up considering I payed 320$ for the 9800 pro. My friend thinks that now its my processor holding me back from better performance in games, but it can't be that much. I should have gotten a huge improvement in performance and it just isn't happening. Sorry if this is kind of long, but If anyone at all had any suggestions, I am looking in any forums I can find.

Can you be more specific with some things? What games are you trying to play? Are you running any benchmarks? What settings are you using in the ATi control panel and in the games?

Games, Benchmarks..

Lets see, RavenShield, Jedi Academy, Command and Conquer Generals, Call of Duty Single player demo, 3dmark2003, I have tried so much stuff. My 3dmark03 score was about 5100 I believe in 1024x768 with nothing on like AA or Filtering. Call of Duty just seems to stutter, I have all of the max settings on, but its usually in about the 30's. If I try to run at anything higher than 1024x768 I have no luck. Generals, a RTS game you would expect to run decently because its not a shooter or anything, and I am getting about 30's with drops to 20's. I mean I invested in about the best card on the market here, and I am getting poor frames in 1024x768 and even worse in higer. Sure its not the 256mb one, but still. Ravenshield seems to be running about right on speed with my ti200, probably a bit higher, but still like in the 30's. I was getting that with my ti200. Right now I am using the Catalyts 3.7's from ATI, I think i might retry the omegas again soon. I have AA and Anistropic Filtering set to application preference in the control panel for direct3d and opengl, I mean what else is there for me to do? I should have a pretty decent gaming machine here, any comments from anyone or help would be great.

5100 is a good benchmark, my 9800 non pro benches at 5200. I run every game in 1152x864 6xAA,16xAF without any problems.
BF1942,COD demo MOH, etc....
I don't have a solution for you other than it is not the card. It may be something running in the background taking up CPU cycles.

How many watts is your powersupply ryman? Also: 3dmark has a lot more factors than just your vidcard. It also factors in cpu and ram. I got a 9700 that barely beats out my friends 9500(he does be me when he OC). Why? cuz i got 1.6ghz, 256DDR and he got 2.0ghz,1gbDDR.

Becauase My 9800 is Overclocked to 425/680

Your card runs at 380/680 our systems are vey similar.

My power supply is 250 watts, I opened it up with my friend today and checked. So now I am think I need to upgrade it to 300 watts because many places out there say a 9800 pro requires a 300w power supply, but I am not sure. What if thats not the problem? What if I spend even more money and it doesn't do it? Also I have to order it specially through dell because they use different types of power supply's and regular ones can't be used. It's something to do with the montherboard..So i don't know what to do now..
