need help with a problem with dots on my screen

I need some help I recently booted up my comp and something strange happen I had blocks and spots on my screen. then letters or numbers but i don't remember which. is this a video problem or a power supply problem. Any help will be appreciated.

i.e motherboard, video card, monitor. did you do anything different to the computer?
