executing a shell command?

I would like to have a web page that I could go to that would execute a specific command when clicked. For example:

I have webspace on a server and I dont feel like logging in through SSH to run the webalizer script. I want to be able to go to a URL that will run that script for me. I know you can set scripts to run through cron jobs and what not but I dont have root on the server so that is out of the question. I dont know if im making sense or just going on and on but if anyone has any ideas that would be great. Thanks for any help.

1) You don't need root to run cron jobs. As a result this is by far the best option for what you want and I have no idea why its out of the question.
2) Most scripting languages make it very easy to launch system calls, but I would tend to avoid it like the plague unless you really need to.
3) Use a cron job.

You can find some tutorials on setting up a users crontab here and here and also here.

If that selection doesn't float you boat you can find the rest of my google search here.

If you are just after more of a reference then checkout the OpenBSD crontab man page which can be found here.
