Reboot problem - K7S5A

I built a system for a friend on Friday and unfortunately it's not running correctly. Everytime you click start -> shutdown or press reset, it turns off goes through the post and then the screen goes black. If you press reset at that point, it brings up the boot menu where you can choose to start windows normally. As soon as you press a key on that screen it completely freezes. The little counter stops and nothing else happens. At this point if you completely power down and restart it boots into windows normally. Here are the specs:

Win XP Pro
ECS K7S5A
XP2400
512 Crucial DDR
80g WD 7200

It does have an el-cheapo power supply and I was thinking that could be the problem, but it does post every time. It just won't go into windows unless it's a cold boot. She is 2 hours away so I'm trying to rally up some ideas before I drive back down there to fix it. Anybody ever see this before?

what about loading the safe settings in the bios and then turning off the bios powersave features?
and check you're not hibernating or standbying (i just invented a new word, i think) instead of going power off from within windows.

I too built an elcheapo with a generic psu. Had a similar problem, doesn't boot every time, but does eventually boot. Never did solve the problem, gave awaw the comp.

However , I did find this forum: http://pub140.ezboard.com/bk7s5amotherboardforum

Spend the money for a quality AMD approved power supply of 300W or more. You'll save yourself a lot of headaches.
