How to make this?

In photoshop, how do I make the cirular "grid" of lines shown in the attatchment? (Any easy ways?)

Also in photoshop, I can draw a line object, but how do I make a circular object so only a specific width of the circle is outlined, and not the whole shape (so in other words how do I make a non-filled circle)?
