Can any get me started off with a cascading style sheet? I want to make it so my my logo can just be changed on a css instead of going into every file and changing it myself. Also, I want to be able to make all my pages have same bg,text,size etc. Any help?

W3C is a great site for learning how to use CSS. If you're using program like dreamweaver, it should make it pretty simple.
