friends norton problem

this is from my friend:
i recently installed norton internet security 2003. for reasons unknown it did not install properly and as a result i am unable to disable the firewall, so i can't use websites or download anything. also i cannot uninstall because the computer doesnt register it being there as a result of not fully installing. is there any way i can fix this and get the program off my system

os: win xp home

Since you say it is XP home...why not simply use the "system restore" feature to roll back the computer to a point before the norton install??

start/programs/accesories/system tools/system restore

i would kill anything running and reinstall it, THEN try uninstalling again.

you should be able to pop the disk in again. It'll autoplay and if you attempt to install it again it'll give you the option of unistalling it. At least thats how most installers work.

Have you tried running NIS and configuring it or letting it run its self configurer. Also try right clicking on the globe in the system tray and make sure that the option for blocking traffic is not selected.

update:
alright i know already that the last one wont work, at least the parts i understand, the second one im not exactly sure what he means and the first one i tried and it wont even open system restore, which shows how messed up this thing is it'll just open the window and itll be just blank white, and if i right click and click on 'run as' for our username it says i dont have the security priveleges, even though we only have one windows username and it is an administrator . can you see if anyone can formulate a solution based on any of this new information?
