Win XP: Security Fail

Long ago, after few months installing my Win XP, i decided to change my D: format, from FAT32 to ---> NTFS. The main reason why i did that, its because I want a safer security for the driver. Later on, it works perfectly fine. All files cannot be accessed by other users who logged in with another login account. As an administrator, I can manage all the things that i wanted to and change all security settings etc.
To shorten the story, my C: was infected by an unknown virus. The virus does:
1- Changes all folder font type into Windings.
2- Most folders cannot be accessed.
3- Fooling with Bytes display; e.g. the thumbnails says it has 200-400k KB, but when i check its property, the bytes are ZERO
4- Some folders cannot be deleted; since its gone wild.
5- Greatly slowsdown my PC.
6- Can't remember anything else...this happens 3 years ago

D: was not infected at all, and so then I decided to format drive C:, reinstall Win XP and the problem SOLVED entirely. The next thing I experience, was that the security for my drive D:, isn't working. All turns back to normal, just like FAT32 format. I can't manage my security anymore and secure my files in drive D:. Somehow, I decided (stupid me... ) to change the C: FAT32 format to NTFS format. I was then hoping that I could setup my security for my C:, but it was too isn't working. I can't at all manage my security setup as if I'm not a administrator anymore What happened here?

How can I get back to be admin. again? So that I could setup all my security and so on.

1. ARE you the administrator?
2. If you look in disk manager does it say its setup as an NTFS partition? (so you can get security)
(right click on my computer, and click Manage.. then drill down to disk management)
If you reinstalled its possible XP formatted it as FAT32 instead of NTFS if you clicked through the options too fast.

XP should come with a FAT32 --> NTFS converter if it is indeed still at FAT32

Err. You can't change the fs of the drive windows is installed on.

If you can't change the permissions of the folders anymore, it's probably because there are no rights.
Right click on the root d: drive and claim ownership of the parent folder effectively distributing the ownership to child folders, then manage the permissions.

I love simple solutions. Thanks very much Vass. I'll work on that and I'll note out about it again in here. Arigato Guzaimasu

Yes, I am the owner (or master ) and an admin. for my computer. I should be able to manage my security for my computer. But I think you can format drives (e.g. from NTFS to FAT32) through Window Explorer, right? Ive never wanted to do that though, it could be a lot more worse.

p/s: so its...(right click on my computer, and click Manage.. then drill down to disk management)... yekezoh Thanks again vass and muno

I think there was no problem now after I have recently reinstall my Win XP. I can go to Manage at My Computer now and everythings look fine.
I haven't Manage my computer just yet, because I do have time to work on it. I'll do something about it a.s.a.p. If theres something that occurs repairing, I link on that. Thanks GZ.

I think you encrypted every thing with your Public and Private Key.
Only Admin with those keys can access the files.

With the format and re-install you lost your old keys..
