Outlook & Email attachments

I'm sorry if this is a repeat but I am not finding this question out there (at least not in the first 18 pages of my search).

I am using Outlook XP with WinXP and latest service packs. I am not conected to any kind of a network. When I get some email attachments I cannot open them. I know the reason (Outlook does it by default to "protect"). I need to know how to change those security settings. I am having a lot of trouble finding where. At the very least, I'd like to change some of the file types to level 2 instead of level 1. I can see the list in the help file but I cannot find where to change it.

Can anyone help, or at least point me to an earlier thread?

Sorry I can't figure it out eather.
But if you forward the mail, you can open it in the forward box.
Sometimes you have to forward it twice. ( don't send it just open it)
