Buy a can of compressed air, take the PC into a well ventilated area and blow away with the compressed air.

Use Rubbing Alcohol to clean it with a cotton swab. Rubbign alcohol will evaporate VERY fast, so no harm if it gets into the electronics in the fan, but water will take a day or two to settle out. I have used rubbing alcohol on all my fans.

I use compressed air to blow the chunks of dust out, then rubbing alcohol with a cotton swab around to clean the remaining dust ... works very well.

Yes, you can feel the condensation around it freeze after you use a can of it for a little while.

If your fans are dusty, you might want to hold one of the blades before using compressed air (my favorite cleaning method also). You don't want to over-rev one of your fans and damage it.

Also check your heatsink. Manytimes if your fan blades have become dusty then your heatsink has chunks of dust between its cooling fins (partially hidden by the mounted fan) also. I've improved my CPU temps 6c by removing the dust imbedded in the CPU heatsink.
