incredible slowdowns

when i play game especialy racing game and if the framrate is not topped at my monitor refresh(75hz) the game slowdown and stutter incredibly is that normal or waht? it do it with v-synch disabled too with tearing in bonus.i tried 2 differnt videocard geforce 3 and radeon 9600pro it do the same i chaged cpu motherboard memory ect still do that the only thing that i dont change is my monitor can it be the cause?

athlon xp 2400
geforce 3(visiontek)
512mb spektek pc 2700
old 15in compaq monitor

Are you saying that your framerate lowers and the game stutters when v-sync. is disabled and that with v-synch. enabled that these games work without stuttering or slowdowns?
What sound card are you using?

With those specs and an old 15" monitor? Get a new monitor as soon as you can afford one.

no im saying that games stutter jerk or call it waht u want whenever the fram erate drop below my refresh rate its nearly impossible to keep a gem at 75 fps all the time.Maybe its normal and pc gaming suck...

I think right, i think ur pc monitor is okay. It has got nothing to do with the slowdowns. Or, might as well you get a new monitor. I prefer the CRT ones, not the LCD ones. CRT's are even clearer than LCD's. But LCD wins for space and light weight. In few years time, LCD will be so much reliable and inexpensive because all manufacturers will be producing the same thing. So the price will turn down, in a way to attract buyers.
