Quality will drop. Both are lossy codecs, so converting from one to the other will cause a drop in quality. To see the benifit of one over the other you have to encode from wav.

I prefer MP3. WMA is a Microsoft format and it WILL fall under the DMCA and all that Paladium stuff that coming up on the radar.

according to many of my thai, korean, and japanese friends; OGG is a commonly used "term" when referring to music. The OGG file rage has been coursing over there for a couple of years now. In most cases, they prefer OGG to MP3 as it does not have the "tinging" sound that comes with MP3 compression.

*note* the tinging being the distortion sound that comes with high pitched instruments/voices, mainly being hi-hats and cymbals.

I prefer MP3 better than WMA.
When you have a quality with 128+ in your MP3's you have a great quality. Its also probably the most famous and popular, must be for some reason.
