Need a couple of DLL files

I keep getting errors bedcause I am missing a couple of files. It says I'm missing hal.dll (from phillips sound card), and mscoree.dll (dunno where that one's from). I tried reinstalling the sound card, but still get that message. So if anyone has either of these files, could you PM me. Thanks.
