I will say ATI, depending on the budget get a 9700... or its very thigt get a 9500 it offers DX9 support and is around 140 bucks.

What slot are you using that video card on? Those are usual PCI so I was wondering if you have an AGP slot, since most new cards need that slot. I would say and recommend you to buy an ATi video card since they are better than Nvidia in the lower class IMO and will server you well. Hope this helps

The Nvidia Ti cards are excellent IMO, but I would really buy an ATi video card if I were you. I see that you have an AGP slot, which is excellent since most cards only support this slot. I would say a Radeon or a Ti would serve you well, depending your opinion, mine is, get an ATi card.

I really like ATi but I use a Geforce4 MX400 myself and I really dont need more since I dont play games, and its on a PCI slot, very simple

How much would you pay max for a video card? I found this one on a online store that you can trust and that have good deals. Maybe this one is too expensive to you, but I would definetely prefer this one than the Ti 4200. Take a look at it and decide.
ATi Radeon 9600 Pro 128MB @Newegg for $173
2nd down, and it supports 4X since most new ones only support 8X unfortunately. Hope this helps
