New NTLDR fault can't get a command prompt

I have an old PC which had Win95 on it. Files were deleted from it and it may have had Win98 partially installed on it. It won't boot up, getting only as far as OS load in progress....
NTLDR is missing
Press any key to restart.
There is no command prompt, so I can't format C and reinstall anything.
I've tried a Win95 rescue disk and a Win98 one, too, both from bootdisk.com
I'd like to format the drive. Any suggestions? I know this NTLDR fault has been kicked around elsewhere, but in none of the posts has the lack of a command prompt come up. I'm assuming if I can get A: I can get C: and then format the hard drive? At this point I can't get even an A:

If you just want to format the entire hard drive, enter your bios and get into the boot section, and get it to boot from cd-rom. Then you can use a format utility when you get the dos prompt, but remember the bootdisk loads a tiny os, so the floppy can be accessed through B: Then just restart, booting to cd-rom, and install 98.

I use Killdisk to erase/write zeros to the drive, to make sure no bad code gets reused. It's freeware.
