Spyware, Viri, and other Malware
I had an idea.
First of all, if you live in some foreign country that has no Internet laws or refuses to enforce laws dealing with what the Internet Community deams as Internet crimes, why can't we cut the cable leading out from their country?
2 eg's:
1.) I live in Canada and I create and/or knowingly send a virus out on the unsuspecting global Internet community.
I get caught and hung out to dry.
2.) I live in Hungary and I create and/or knowingly send a virus out on the unsuspecting global Internet community.
I get caught, they know who I am but I get away with it because of where I live.
Let large bussinesses over there maintain a detectable VPN for corprate access to the Internet.
MSBlaster was rebuilt by a 18 year old but was not the originator of the worm. The originator is suspected to come from overseas.
Untouchable!

You can't isolate users so easily by "cutting the cable".

Countries and the servers within their countries should have to register their compliance with an agreement to take action against such individuals that would otherwise disrupt the legitamate flow and eb of the Global Internet.

Point is who decides what is objectionable. In my opinion, over 50% of internet content is pornographic stuff.
Can't control it now.
Cats out of the bag so to speak.

| A satelite filtering program would work though. Unique ID recognition via some nightly updated DNS table. You know the countries that don't have Internet based laws would scramble to create the means to enforce Globally Legslated Laws. Their bussinesses would demand it. The people would demand emidiate attension. The United States should take the reins on this one as they do with so many other worldly problems.

The more you try to control the internet the more resistance there is going to be.. which will prolly result in even more problems.

I'm talking more a long the lines of destructive content eminating from these untouchable countries.
I'm not talking big brother. The moral issues would be decided by the countries themselves. Maybe they should put a disclaimer first page up before the anatomy is shown.
If a virus creator is found in an untouchable country, we should be able to report him and have the country he resides in take appropriate action.
