You need to configure the operating system's drivers to use the TV-out.

I am having the same issue.

Where does one go to configure the operating systems drivers to work with a tv -out in Win XP?

I looked under the video card in control panel but do not see anything.

have sussed it!!! Boot up pc with monitor unplugged and vcr and tv switched on. this brings up screen on tv. you will have to plug in seperate leads to have the sound too. Below is a paste of email i got from pny which may be some help also:

Please turn your TV ON before your PC for it to be correctly detected. If
you haven't done so, you can always click on "Detect displays" in the
advanced display properties (heading "nView").

There are actually three ways to use a TV with a CRT monitor at the same
time under Windows : Dualview, Clone and Span.
Dualview : monitor is main, TV for extended desktop (multi-angle)
Span (Win 2000/XP) : monitor is main, TV for extended desktop (horizontal
or vertical)
Clone : monitor or TV is main, second is pure clone (with zoom or not)

The Dualview and Span modes work only with desktop environment and special
applications such as text scripts (programming...), CAO, DAO, and should
work with a few games.
You should use Clone mode to obtain the same image on your TV than on your
monitor (zoom disabled with games), perfect to watch movies.

To enable the Dualview mode :
- go to "Display properties" (right-click on desktop and then
->"Properties"), click on tab "Settings"
- on the upper field where two displays are drawn, right click on the
second screen and then check "Attached" or "Enabled"
- click on "Apply"
Now you're in the Dualview mode.
You can permute both displays while defining which is the primary, and
which is the extended windows desktop.
If your TV image is in black & white :
- select the screen corresponding to your TV
- click on "Advanced", then on "GeForce xx" tab
- click on the left menu on "Device selection".
In this new window you can "Change format", as to say select the country
and the format transmission corresponding to your television, then "Apply".
The screen should appear in color. If you're using the adapter, don't
forget to change the vide output to "Composite".

For Clone (or Span) mode :
- go to "Display properties" (right-click on desktop and then
->"Properties"), click on tab "Settings"
- on the upper field where two displays are drawn, right click on the
second screen and then uncheck "Attached" or "Enabled", then "Apply"
You've lost the TV screen.
- now you are able to activate Clone or Span mode, so you should click on
the monitor, go to "Advanced", then tab "GeForce xx"
- on the left media center menu click on "nView"
- choose "Clone" or "Span" then "Apply".
In this windows you can "Detect displays". You can also permute your
primary display between your PC monitor and your TV.
If you right-click on TV and choose "Device selection" you may change the
transmission format (see above) for a proper colored screen.
