Adobe Photoshop 5.5 Display Problem

I'm using Adobe Photoshop 5.5 on a HP Vectra 420, with 512 Mb of Memory. The display adaptor shows 16 MB of memory.

The problem has begun recently, and was working fine before. When I go to make a change to some pixels (as an example, using a brush to mask an area) the picture appears as if I am dragging it, stretching just a bit (about 2-3 pixels), and becoming quite pixelated. When I let up on the mouse button, the pic snaps back into place and changes are shown completed.

I've tried reinstalling a new display driver, and upgrading the driver, but the problem remains.

In the toolbar and under "View" and Snap to: is there anything checked? Uncheck it if there is. Sounds like Snap to: "Grid".
