Video BIOS, by how AGP and PCI work, is always shadowed anyhow. That BIOS setting is a remnant from legacy times, only actually doing something if you got an ISA bus VGA there.
Fast Write and Posted Write may be enabled if they work for you; extra waitstates is not something you want if the thing works with them disabled.
HDD SMART makes BIOS poll the drive's internal monitoring status once, during the powerup sequence, so you can see the drive's own opinion on its health. The idea is to give an early warning, a failure prediction, so users can backup their data and exchange the drive before there is an actual operational problem with it.
