GTA-VC won't start at all! "Unhadled exception c0000005"

After I install GTA-VC and try to start it, I get an error message saying "Unhandled exception c0000005". I tried a fresh install of Win98SE and WinME, latest video, sound drivers, DX8, DX9 Kill any running application and everything else you can think of! The funny thing is that it runs fine on my PC(Which is very similar to his) and won't run on my friend's rig! I tried all that stuff on rockstar game's support site but no luck! All his other games run perfectly. I've surffed the web for hours and it seems there's no definite solution for it! Someone please tell me there actually is a way!!! He's not getting this error AFTER he's played the game, he never was able to start it! Somebody please help us without asking to install Win XP!

Ask your friend if he installed MTA:VC.
This bug is a real popular one among users of MTA:VC. The reason being for the unhandled exception is that MTA:VC is attempting to modify the game code to support multiplayer but do realize that something can go wrong.

MTA:VC 0.2 is in the works and should iron out many bugs, including this one.

If it's not this, then I'm stumped.
