could i hook one of those tiny LCD screens from a car to a VGA adapter

yes

I had a friend do it as a secondary display, got one pretty cheap ~100 off of ebay about 3 years back. Worked out really well, although his ablility to play CS on it was low

he got it to plug into a vga plug? not some rca adapter?
