New DVD Burner, no power when plugged into Controller card.

I installed a new controller card and DVD burner in my grandpa's computer. When I have the DVD burner plugged into the controller card, it won't turn on as if it has no power, but when it is unplugged it powers up. The controller card is detected by windows and it works(Although windows keeps saying that the drivers that came with the controller card are wrong) Is the controller card bad?

Does it power up when connected to one of the motherboard IDEs?

Yeah, its works plugged into an ide channel on the board.
