Does it power on and the fans turn on?

Just curious, was this a "hot swap", meaning did you just replace the mobo/cpu without formatting/reloading your OS? Have you tried booting in safe mode? Have you tried clearing your cmos?
Do you hear any beeps? You say it does not boot, what exactly does it do?

Also, what are the rest of your system specs?

it does not power up but the heat sink fan kind of twitches when you turn the switch on.Niether the fans are powering up.

I suggest stripping your system down to the "bare bones"...just leave your cpu/video card attached and power up, see if you get that H/S fan spinning. Add the memory (1 stick at a time if you have 2 x128 sticks), hard drive, etc...that way you might get the system to boot, then not boot after a specific device is installed. Troubleshooting down to the hardware problem basically.

Sounds like something with your PSU, if it twitches a little bit. Do you have another PSU to try?
Also, what is the PSU wattage you are using?

Well, you are going to need RAM in there as well to power it up. It sounds like a power problem.
