why so slow

Ok i have 256mb ddr 2700 corsair xms running on a 2100 mobo with a pny geforce fx 5200 ultra 128mb video card and winxp. When i play CC Generals it goes really slow when i turn everything on and have a res of 1024x768. But when i turn off 3d shadows it goes ALOT faster. I can turn shadows on and turn of LOD and it go fast but I should be able to run the game with ease i mean i have all the system requirments. Does anyone know why it does this.

Heres some things i thought it may be:
its an 8x card on a 4x mobo
i have pc 2700 on a pc2100 mobo
or i dont have enough ram.

Most likely it is the video card. That sure is a lot to ask of a FX 5200. You would have been better with a FX5600 Ultra with the games you like to play.
