Can't Right Click on Anything Under "Start"

What would cause you to not be able to right click on anything that is under the "Start" menu? (Copy, Paste, Delete, Rename, Sort by name) One of my friends computer was doing this and I couldnt figure it out..

I am able to right click on the Start menu itself, but can't right click on anything within it.. Is there a setting somewhere that needs to be changed?

There is only one account on the computer so that eliminated any "Admin" reasons.. thanks.

Check this:

Right click your task bar and select Properties

Go to the Start Menu tab and click the Customize button, then the Advanced tab.

Under Start Menu Items, you can enable or disable drag and drop operations. If this option is disabled you may get the behavior you describe, so enable it again.
