User Account Mayhem!?!?!

I've got a computer with 3 users accounts on windows XP with cable internet

Pa, administrator
Ma, administrator
Geekboy, limited account

How can I give full access to Pa and Ma, but keep Geekboy from getting online? I've done it with dial-up, but now it is an "always-on" broadband connection.

Please advise!!!

there is no authentication taking place at all?

you can disable the local area connection in his profile.

I'm not sure how I could do that without disrupting service to the other two users.

Why not change permissions so he can't use Netscape or IE?
