Failover question

Hi,
I have two Win2k advanced boxes. One is primary web server, one is secondary web server. Each has it's own storage drives set up as RAID 1.

The web folders are constantly synchronized between the two servers via software over the LAN.

I have one static IP connected to a DSL router and then to a hardware firewall which supports IP mapping if needed.

QUESTIONS:

Now, what I want to do is simply have the secondary server receive all incoming requests if the primary server fails.

Clustering is a no go because I do not have or want centralized shared storage.

I can add hardware, alter DNS records, whatever, just no clustering.

So, how can I achieve this switch to the secondary server when the primary is unavailable?
