Which Operating System? Most Windows products which I've used allow users to adjust the volume with a slider, but the modem INIT strings can also define the loudness.

Which model modem?

FWIW, on modem I had was never loud enough, enev when maximum volume was used.

You should be able to go into modem properties and increase the volume there.
Some modems just don't want to change their volume settings and they need to be changed thru command line instructions.
Here is a link that you should find very helpful in doing this and many more modem tweaks.

Go into your control panel and select Modems. I don't have a modem equpped machine in front of me and I don't remember exactly where but click thru properties and a few of the areas and you WILL find a window and in that window at the bottom with a line to enter the commands. It will say something like Extra settings. Try entering "ATL3" (without the quotes) and then select Ok and you should have your volume on loud. You may have to restart the machine for the change to take effect ... I'm not certain.
Depending on the other speaker settings you might have to do this again only enter "ATM2" to turn the speaker on thru the entire dial and log on procedure.
Let me know if this helps.
