IPSec and VPNs

Am I just befuddled or is Microsoft's IPSec designed solely to be used between two LANs? I'm trying to set up a Win2K PC with a dial-up ISP to a NetGear router at my office. Whenever I try to connect, it just tells me nobody's answering

Arrgh!

DVNT1 is on a distinguished road
IPSEC doesn't have to be between two LANs. I use it within a singe LAN environment too.

Since I'm using the NetGear router as one end of the tunnel, I have to configure a policy and the appropriate filters on my Win2K box, correct?
