comp out plug on computer

What is this port for? It is on the video card??? How can I hook up to either watch dvd's from ps2 or tv??

I might mean component out which would be a video signal that could be received by a TV or VCR.

Does it look like a yellow RCA jack? (see attached picture)

That is an S-video out connection for use with an Svideo cable that Should have come with your video card...it looks somewhat similar to a PS2 cable for a mouse but has slightly different pins...

this is the cable you need...you either need an S-vieo input on the back of your T.V. or a VCR or DVD with one on it to play video on your T.V.

Just reread your post...are you asking if you can plug in your tv or PS2 so you can watch movies, etc. on your computer monitor?
If so...not with that video card...it is Signal "out" connection only...you would need a video capture card to input a signal to your computer...
