Systems XP accounts

ive had to reinstall windows XP home edition twice to try an fix some problems, but ive learned that XP doesnt format the harddrive when you reinstall it so im left with my original problems but no way of ever fixing them as there is 2 admin accounts i cannot get to or delete, they are just 2 folders in the documents and settings folder. does anyone know how to delete them? ive tried everything but it just says i dont have permission to do this yada yada...
a solution with out formatting the entire harddrive would be nice

Is one of the administrator accounts your account? Or do you want to delete both admin accounts (there has to be at least one admin account at all times)?

Go to Control Panel>User Accounts, select the account you want to delete and select "Delete This Account". You may have to create a new, third admin account if you want to delete more than one account, etc.
