How do I create a SCHEMA.INI file in MS Access 2000?

For some unknown reason, when using the TEXT EXPORT WIZARD (activated by right-clicking on a data table) sometimes I also receive a SCHEMA.INI file when exporting the data in a fixed width delimited text file and other times I don't.

Presently I need to get a schema.ini file and am not sure how to create it other than going into notepad or some such text editor and manually counting the spaces between fields in the data file.

Any thoughts would be appreciated.
