Kids system restarts at will

I am currently working on a system PAG-2130 motherboard
socket 7 , amd k6-2 @533mhz ,windows 98se. The problem with this system is that it was originally booting up in safe mode,but then would just freeze up. The client had nothing on the computer he wanted to save so I repartitioned the drive and reinstalled windows(because for some reason the hard drive crashed and drive c with windows was totally unrecognizable by the system)but now windows will start up and load, and at any given time will just restart. I looked at the manufactures website
FIC(first international computer) and they say it is because these systems running at that speed and setting were unstable,Not to mention the fact that the Systemax website(distributor says that there are conflicts with the assignments of IRQ's between window and the system bios. Does anyone know what I can do? There are no fixes to the problem as of yet according to FIC, Systemax

The only thing I can think if it's irq conflicts between the MB and Windows is to try and manually reassign some of the irqs in Windows if possible. I'd only do one at a time in an attempt to "divide and conquer" the situation.
